Approve an intergovernmental agreement with the City of Winters to provide technical assistance and guidance to the City for senior services delivery planning in the amount of $161,000 from July 1, 2017 to September 30, 2018.

Reason for Recommended Action/Background
The City of Winters plans to build affordable senior housing units and a senior center. The City has been awarded Community Development Block Grant (CDBG) funding for these two projects. $500,000 is to be used to facilitate the planning and implementation of senior services and programs. City staff have requested assistance from the County to work with the community and City Council to create sustainable senior services and programming, as well as actual delivery of senior services.

Key deliverables in the scope of the contract include: an Older Adult Report and Plan for the Future; a 10-Year Plan for older adults to address needs and services; formation of a Winters Senior Services Steering Committee; development and implementation of a community input process; research of best practices and innovative models; creation of an activities program; collaboration with existing community-based organizations; implementation of welcoming congregate meals and community dinning vouchers; and a sustainable transportation plan.

Under this agreement, the County will provide a part-time consulting specialist. Sheila Allen currently works part-time as the Executive Director of the Yolo Healthy Aging Alliance. Ms. Allen is also an extra help Yolo County employee. She will work approximately 20 hours per week for the City under this agreement.The County will bill the City on a monthly basis for all expenditures according the project budget (Attachment A).

The Winters City Council unanimously approved this agreement on June 6, 2017 (Attachment B).
