Recommended Action
  1. Approve first amendment of term for Agreement No.16-161 for the 2015 Community Recidivism Reduction Grant (RFP# PROBRFPJC1603) with Northern California Construction Training for the period starting July 1, 2017 through June 30, 2018 and authorize the Chief Probation Officer to offer two optional one year term extensions; and
     
  2. Approve second amendment of the term for the 2014 Community Recidivism Reduction Grant contract No. 15-85 with Cache Creek Lodge to increase term from July 1, 2015 through June 30, 2018; and
     
  3. Approve second amendment of the term for the 2014 Community Recidivism Reduction Grant contract No.15-83 with CommuniCare Health Centers to increase term from July 1, 2015 through June 30, 2018; and
     
  4. Approve second amendment of the term for the 2014 Community Recidivism Reduction Grant contract No.15-87 with Yolo Wayfarer Center (Fourth and Hope) to increase term from July 1, 2015 through June 30, 2018.

Reason for Recommended Action/Background
The 2014 Budget Act allocated $8 million to the Board of State and Community Corrections (BSCC) for Community Recidivism Reduction Grant Programming. The Budget Act of 2015 allocated an additional $4 million to the BSCC for the Community Recidivism Reduction Grant. Grant funds must be awarded to a nongovernmental entity, consortium, or coalition of nongovernmental entities that provide community recidivism and crime reduction services designed to assist homeless and/or transient persons who have been released from state prison, a county jail, or a juvenile detention facility, who are under the supervision of Parole or Probation, or any other person who is at risk of becoming involved in criminal activities.

The Yolo County Board of Supervisors approved a resolution allowing the Probation Department, in collaboration with the Community Corrections Partnership (CCP), to develop a competitive bid process which resulted in five contracts, in an amount totaling $50,000, being awarded to local partners to enhance recidivism and crime reductions services for homeless populations in 2015. Fourth and Hope, Cache Creek Lodge, CommuniCare Health Centers, Yolo Family Resource Center, and Yolo Community Care Continuum received $10,000 awards.

In the Spring of 2016, a second request for proposals (RFP# PROBRFPJC1603) yielded one additional proposal, Northern California Construction Training in support of Vocational Education Services targeting homeless populations.  Since only part of the $25,000 grant allocation would be used, Probation received clarification and approval from the Board of State and Community Corrections to recommend the distribution of remaining funds equally among all six Recidivism Reduction Grant Awardees. An additional $2,500 was allocated to each existing contract and the new award so each contract would have a total not to exceed amount of $12,500.  Only four of the six awards involve service providers who maintain contract allocation totals with the Probation Department that exceed $100,000 per year, and therefore require Board approval when receiving additional funds.

By authorizing the recommended action, this will provide these homelessness service providers the additional time to expend their remaining balances and provide supportive services to this at-risk re-entering population. Probation monitors and provides annual statistical reports to the Board of State and Community Corrections regarding the activity of each provider.
