Recommended Action
Approve sixth amendment to agreement with Yolo Family Services Agency, Inc. to increase funding to Child Welfare Services by $10,000 for fiscal year 2016-17 total contract amount of $35,000 and shift $8,700 from Calworks funding to Child Welfare Services for fiscal year 2016-17.

Reason for Recommended Action/Background
Yolo County and Yolo Family Service Agency, Inc. entered into an agreement in July 2014 for mental health assessments and counseling services for programs including CalWORKs and Child Welfare Services. The contract was amended five times as follows:

The first amendment increased the contract by $30,000 for Fiscal Year 2014-15 for a total contract maximum of $85,000.

The second amendment increased the contract by an additional $20,000 for Fiscal Year 2014-15 for a total contract maximum of $105,000.

The third amendment increased the contract amount by $15,000 for both Fiscal Years 2015-16 and 2016-17, making the total contract maximums $70,000 for both Fiscal Years 2015-16 and 2016-17.

The fourth amendment reduced the contract maximum by $25,000 for Fiscal Year 2016-17, removing Child Welfare Services funding and scope from the contract for Fiscal Year 2016-17. Child Welfare Services clients would receive funding and services under another HHSA funded contract.

The fifth amendment revised the Fiscal Year 2016-17 scope of services and budget funding sources for Child Welfare Services for non-Medi-Cal eligible clients. It was determined that the fourth amendment removed the ability for Child Welfare Services to fund and provide services for this population.

This sixth amendment now increases the funding for Child Welfare Services by $10,000 as well as shifts $8,700 of CalWORKs funding to Child Welfare Services for Fiscal Year 2016-17 for a total contract maximum of $210,000. Child Welfare Services has experienced an increase in cases and the need for mental health assessments and counseling services for the non-Medi-Cal eligible population. Approval of this amendment allows Child Welfare Services to continue to provide non-Medi-Cal eligible clients services without interruption.
