10.   Approve an intergovernmental agreement with the City of Winters to provide technical assistance and guidance to the City for senior services delivery planning in the amount of $161,000 from July 1, 2017 to September 30, 2018. (No general fund impact) (Blacklock/Cook)
 
11.   Adopt resolutions authorizing loans totaling up to $522,081 to North Davis Meadows County Service Area for sewer fund deficit and water consolidation project design costs. (Demeter fund impact $522,081) (4/5 vote required) (Blacklock/Gabor)
 
12.   Approve oppose position on SB 649 regarding wireless telecommunications facilities and authorize dissemination of attached letter. (No general fund impact) (Blacklock/Tengolics)

13.   Approve the discharge of $270,238 in four Community Development Block Grant (CDBG) housing loan receivable accounts as uncollectible in accordance with Government Codes section 25257-25259 and adopt budget resolution appropriating $270,238 in the CDBG Revolving Loan Fund. 15.   Approve contract term extensions for the 2014 and 2015 awardees of the Yolo County Recidivism Reduction Grant including Northern California Construction Training, Fourth and Hope, CommuniCare Health Centers, and Cache Creek Lodge for 2017-18 in the amount of $12,500 each. 16.   Approve third amendment to Agreement No. 2015-293 with Northern California Construction Training extending the term from July 1, 2017 through March 31, 2018 and increase total compensation for Vocational Education and Pre-Apprenticeship Services at the Yolo County Fairgrounds by $60,000. 17.   Approve amendments to agreements with CommuniCare Health Centers, Turning Point Community Programs, and Rural Innovations in Social Economics to extend the terms for three months through September 30, 2017, and collectively increase maximum compensation by $232,580. 18.   Approve Bringing Families Home program proposal and budget of $225,000 from May 9, 2017 through June 30, 2019; and delegate authority to the Director of Health and Human Services Agency or her/his designee to sign and execute any additional forms, documents, and/or amendments as necessary related to the grant. 19.   Approve sixth amendment to agreement with Yolo Family Services Agency, Inc. to increase funding to Child Welfare Services by $10,000 for 2016-17 total contract amount of $35,000 and shift $8,700 of CalWorks funding to Child Welfare Services for 2016-17.  (No general fund impact) (Larsen)
 
20.   Approve third amendment to Agreement No. 14-174 with Turning Point Community Programs to extend the term and add funding in the amount of $306,340 to provide community based crisis response services to Yolo County residents coming into contact with law enforcement while experiencing a psychiatric crisis for the period July 1, 2014 through June 30, 2018. (No general fund impact) (Larsen)
 
21.   Approve agreement with First 5 Yolo for the Help Me Grow Program in the amount of $675,000 from July 1, 2017 to June 30, 2020 for universal mental health screening to parents and their children ages 0-5 years. (No general fund impact) (Larsen)
 
22.   Delegate authority to the County Administrator and/or his/her designee to sign and execute all documents, agreements, forms and/or amendments associated with the augmentation of Child Welfare Services fiscal year 2017-18 supervised visitation contracts. (No general fund impact) (Larsen)
 
23.   Approve agreements with Sutter Health Foundation dba Sutter Davis Hospital in the amount of $50,000 and Dignity Health dba Woodland Memorial Hospital in the amount of $50,000 to provide Pediatric Trauma Expansion services for the period May 1, 2017 through April 30, 2018. 24.   Approve agreement with Rural Innovations in Social Economics, Inc. for $275,600 for 2017-18, with three option years, to provide Workforce Innovation and Opportunity Act comprehensive employment and training services to the youth in Region 1, which includes the cities/communities of Brooks, Capay, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Rumsey, Winters, Woodland, Yolo, and Zamora. Adopt resolution authorizing execution of Workforce Investment and Opportunity Services Contract with the Sacramento Employment and Training Agency and accept a $167,502 grant for the operation of Maker Space/Incubator Services for the Capital Region Slingshot Project for the period of May 1, 2017 through February 28, 2018; and approve agreements with the Center for Land Based Learning for $87,252 and AgTech Innovation Alliance for $71,875 for the period of May 1, 2017 through February 28, 2018, to utilize the grant funds. 26.   Approve new Subsidized Employment Agreement No. SE 18-06 with Yolo Family Service Agency to provide training to CalWORKS clients.  This Agreement covers the period of July 1, 2017 through June 30, 2018, with the possibility of extending the Agreement for two additional one-year option periods, and the maximum compensation for this Agreement per fiscal year is $16,500.  (No general fund impact) (Larsen)
