Receive report on Juvenile Dependency Court in Yolo County and discuss potential strategies for obtaining a new judicial assignment. (No general fund impact) (Supervisor Rexroad) |
Recommended Action |
- Become aware of letter from Supervisor Rexroad to the Yolo Superior Court (Att. A);
- Send a letter to the Court requesting that a new Judge take over the juvenile dependency calendar; and
- Exercise our option under California Code of Civil Procedure 170.6 (Att. B) and prevent Judge Basha from hearing any new cases involving child dependency due to demonstrated prejudice against the County and the best interests of dependent children.

Over the last year it has become apparent that Judge Basha stands in the way of reforming the child dependency system in Yolo County. |

All of these items have been discussed over the last year in the Child Welfare Services subcommittee but these items did not advance to the Board of Supervisors as a result of the subcommittee action. Supervisor Rexroad is bringing this item as an individual Board member.
Presiding Judge Gaard was notified of this action on April 4th. The County has attempted to set up a meeting between the Child Welfare Services Subcommittee members and Judge Gaard but the meeting request was declined on April 20th. |
