Recommended Action |
- Hold a Proposition 218 public hearing, direct staff to tabulate protests;
- If no majority protest exists, adopt resolution approving a change in the fee for street service for future fiscal years for the El Macero County Service Area (CSA); and
- Direct the Clerk of the Board to forward certified copies of the resolution to the Department of Financial Services.

Reason for Recommended Action/Background |
The CSA levies a street assessment to provide sources of funding for street maintenance, construction, and sweeping in El Macero that the CSA would not otherwise be able to fund. Periodically, charges for CSA services are re-examined to determine whether the revenue being collected covers all the costs related to providing the service, and builds adequate reserves if necessary. When an increase is warranted, Proposition 218 proceedings are conducted.
Street Assessment
Most unincorporated residential communities’ streets are sealed/resurfaced once every 20 to 30 years. Residents in the El Macero CSA have desired a higher level of pavement condition, which requires improvements more often and treatment no less than every 5 to 10 years. El Macero CSA property owners benefit from the higher level of road maintenance to be funded by the proposed assessment in the form of improved aesthetic and driving experience in the neighborhood and enhanced appeal of homes.
The properties in El Macero Oaks have historically been included and paid the existing $180 assessment, because they use the publicly maintained roads to access Garden Court. On October 1, 2019, County Counsel rendered an opinion that Garden Court can be included in future road maintenance projects. As a result, Garden Court property owners participate in the funding of construction projects and street sweeping services.
The El Macero CSA Advisory Committee has worked closely with Yolo County Public Works Division of the Department of Community Services in providing an updated evaluation for pavement management. Estimated construction costs were based on the 2018 El Macero fiberized microsurfacing project, and assumed a similar level of curb and gutter repair. Based on the engineer’s report, the cost effective project type would be a slurry seal on all roads in year 5 and 15 with Microsurfacing on all roads in year 10.
