Recommended Action
  1. Approve agreement with North Valley Behavioral Health, LLC in the amount of $2,136,000 for the period of January 26, 2021 through June 30, 2023 for the provision of operations and related services at Pine Tree Gardens Board and Care facilities; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $876,000 per fiscal year, for fiscal years 2023-24 and 2024-25. (Please see Section III(B.2) of Att. A. Agreement).

Reason for Recommended Action/Background
North Valley Behavioral Health (NVBH) will provide the 24/7 operation of both Pine Tree Gardens homes which includes the following daily activities: 24/7 staffing, food preparation, medication administration and support of residents’ activities of daily living. Further, NVBH as housing operator, will be responsible for ensuring both houses are appropriately stocked with food, activity supplies, housekeeping and office supplies, and hygiene supplies. 

These services aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development. Services are patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness and are provided in a less restrictive environment, allowing consumers to receive appropriate level of services. This also allows the County to achieve cost saving by reducing placements in other higher level/higher cost placements. HHSA is requesting approval of this Agreement in order for North Valley Behavioral Health to provide these vital services to vulnerable HHSA consumers.

Please note****Staff is working to secure signatures on this agreement concurrently with the preparation of this staff report to ensure this is processed expediently.

Competitive Bid Process
On December 12, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) for Adult Residential Treatment Services. The proposal submitted by North Valley Behavioral Health was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. The total amount of this action is $2,136,000 for the period of January 26, 2021 through June 30, 2023 with an amount of $384,000 for fiscal year 2020-21. These services will be funded by Realignment and FFP Medi-Cal. The amount of $384,000 is included in the HHSA adopted budget for FY2020-21. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025 nor shall the total contract maximum exceed the amount of THREE MILLION EIGHT HUNDRED EIGHTY-EIGHT THOUSAND DOLLARS ($3,888,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
