Recommended Action
  1. Approve first amendment to Agreement No. 19-232 with Yolo County Children’s Alliance to increase funding for Fiscal Year 2020-21 in the amount of $11,777.51 for a new contract maximum of $653,860.51 for the period of November 1, 2019 through September 30, 2021; and to update and clarify language in the Agreement; and
     
  2. Increase the delegated authority for the HHSA Director to exercise and issue related option year notices, granted with the approval of Agreement No. 19-232, not to exceed $335,000 per fiscal year, for a 4-year maximum payment obligation not to exceed $1,323,860,51 (Please see Section IV(B2) of Att. A. First Amendment).

Reason for Recommended Action/Background
The Patient Protection and Affordable Care Act of 2010 established the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program to provide an opportunity for collaboration and partnership at the federal, state, and community levels to improve outcomes for families who reside in at-risk communities through evidence-based home visiting programs.
 
The California Home Visiting Program (CHVP) shall strive to develop collaborative community systems that protect and improve the health and developmental outcomes for California’s pregnant women, parents, and families. 
 
This Agreement provides the parameters for implementing or expanding an existing Nurse-Family Partnership (NFP) or Healthy Families America (HFA) home visiting program in accordance with Federal MIECHV and State requirements to achieve positive outcomes for each of the following five goals: 
  1. Provide leadership and coordinate maternal and early childhood systems and supports to advance federal, state, and local efforts to improve the health and well-being of families in California
  2. Cultivate strong communities
  3. Promote maternal health and well-being
  4. Improve infant and child health development
  5. Strengthen family functioning
Approval of this Amendment will allow for expanded Home Visiting Services.

Performance Measures were included in Agreement No. 19-232 and are not being changed by this amendment.

County Counsel has approved this Agreement as to form.
Competitive Bid Process
On May 3, 2019, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide a Healthy Families America Program. The RFP was open for 42 days (6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 10, 2019.  Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.
 
HHSA received one (1) proposal(s) from this solicitation.  A Proposal Review Committee was formed that included two (2) HHSA employees from one (1) HHSA branch, and one (1) members from outside entities.  The proposal submitted by Yolo County Children’s Alliance was selected [JI1] by all members of the Review Committee, and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by California Home Visitation Program (CHVP). The action increases the contract maximum by $11,777.51 for a total of $653,860.51 for the period of November 1, 2019 through September 30, 2021. The amount of $11,777.51 is included in the HHSA adopted budget for FY2020-21. The related funding will be included in the requested budget process for future fiscal years.

The agreement also includes two one-year extension options for October 1, 2021 through September 30, 2022 and October 1, 2022 through September 30, 2023 in an amount less than or equal to $335,000 per fiscal year.

In no event shall the term of this Agreement extend beyond September 30, 2023 nor shall the total contract maximum exceed the amount of ONE MILLION THREE HUNDRED TWENTY-THREE THOUSAND EIGHT HUNDRED SIXTY DOLLARS AND FIFTY-ONE CENTS ($1,323,860.51), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
