Reason for Recommended Action/Background |
Since fiscal year 2009-10, the Sheriff’s Office has received Off Highway Vehicle grant funds from the State to increase patrol on public and private lands around Cache Creek and regions of habitat restoration due to the ongoing trespassing issues between OHV riders and Yolo County land owners. The Sheriff’s Office has continued to receive State grant funding through the subsequent fiscal years, which has allowed the Sheriff’s Office to augment overtime, purchase equipment and other resources, and attend specific trainings to help establish an OHV enforcement team. The Sheriff’s Office OHV Team also provides public outreach and educational opportunities to the citizens of Yolo County who wish to learn more about OHV programs and recreation.
The total OHV Law Enforcement project expenditure amount for Fiscal Year 2020-21 is $155,006. The Sheriff’s Office has received $116,255 in Law Enforcement OHV grant funds for 2020-21. A 25% match of the total project expenditures, $38,751, is required. The match will be met with $10,000 from the annual OHV contribution from the Natural Resources Division. The remaining $28,751 will be met with in-kind match of $3,269 of already budgeted administrative staff time, and $25,482 of already budgeted services and supplies. The grant would fund the purchase of a Honda side-by-side vehicle which would replace an aging unit that has reached the end of its useful service life, an enclosed ATV trailer that would protect existing equipment from the elements during storage and travel, and a carport structure for protection of various OHV equipment pieces. OHV grant funds will also be used to fund deputy patrol hours, the purchase of safety equipment, fuel, and maintenance of the OHV patrol vehicles.
The Sheriff's Office requests Board authority to approve the OHV Law Enforcement Grant Agreement and adopt the Budget Resolution adjusting the Sheriff’s Office Patrol budget. The Sheriff's Office is also requesting Board authority to amend the 2020-21 Authorized Equipment List and purchase the fixed assets. |

County Counsel has approved the attached resolution as to form. The Grants Advisory Committee has reviewed and approved the Grant Summary form. Purchasing will assist with the acquisition of fixed assets. |

There is no associated cost to the County by approving the budget resolution and no General Fund or Public Safety Funds are required to purchase the fixed asset and services and supplies. Funding in the amount of $116,255 has been received for the Fiscal Year 2020-21 Off Highway Vehicle Law Enforcement Grant. Total cost to purchase and equip the Honda vehicle is $25,624, total cost to purchase the enclosed ATV trailer is $22,550, and total cost to purchase the carport is $7,500. $2,325 is also requested to purchase safety gear items. $6,157 is requested for fuel and maintenance. $83,850 is requested for staff hours to patrol OHV riding areas, and attend trainings and community outreach programs. $7,000 is for the purchase of a conex box and lockers to store OHV gear. The Sheriff’s Office now requests approval of a budget resolution to add the $116,315 in unbudgeted grant funds to the FY 2020-21 budget and appropriate the required matching funds of $10,000 from Natural Resources. The remaining match of $28,751 will be met with already budgeted in-kind administrative staff time and services and supplies. |
