Recommended Action
  1. Approve second amendment to agreement No.19-144 with Yolo Community Care Continuum (YCCC) to add Mental Health Services Act funding in the amount of $1,491 for fiscal year 2019-20 for a new contract maximum of $1,413,091 for the period of July 1, 2019 through June 30, 2022, and revise and clarify contract language; and
     
  2. Increase the delegated authority for the Health and Human Services Agency Director to exercise and issue related optional year notices granted with the approval of Agreement No. 19-144 by the $1,491 increase noted in A, for a 5-year maximum payment obligation not to exceed $2,347,491.

Reason for Recommended Action/Background
Yolo County serves Seriously Mentally Ill adults meeting the mental health medical necessity criteria that require the long-term residential treatment services provided by the Yolo Community Care Continuum Farmhouse Program. The goals of this program are to help clients increase their ability to live independently through skill building, job training and/or other educational programs to further their independence and reducing costs to the County by reducing psychiatric hospital stays, Institute for Mental Disease placements, and homelessness.

Approval of this amendment adds $1,491 to fiscal year 2019-20 so pending claims can be paid, and revises and clarifies contract language regarding annual report timelines.
 
With the addition of the $1,491 to FY 2019-20, the total contract maximum after all maximum optional extensions will increase to $2,347,491 (Please see Section 1 of Att. A. Second Amendment, amending Section III(B)(2) of Agreement 19-144.) Thus, staff requests to delegate authority to the Health and Human Services Agency Director to exercise and issue related optional year notices to the maximum of $2,347,491.
 
For the above reasons, staff recommends the approval of this first amendment to Agreement No. 19-144.

The Performance Measures were included in the initial Agreement and are not being changed by this amendment.

Competitive Bid Process
On or about January 30, 2019, the Yolo County Procurement Manager approved a sole source letter for this agreement.

No general funds are required by this action.  The increase of $1,491 will be funded by Mental Health Services Act (MHSA) funds. The amount of $478,691 was included in the Health and Human Services Agency (HHSA) adopted budget for FY 2019-20; the amount of $467,200 was included in the HHSA adopted budget for FY 2020-21. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the agreement extend beyond June 30, 2024 nor shall the total contract maximum, including the 2 one-year extension options, exceed the amount of $2,347,491 unless otherwise agreed to in writing by the parties and in conformity with the Yolo County Procurement Policy.
