Subject
Adopt Authorized Position and Salary Resolution to implement changes to the Assessor/Clerk-Recorder/Elections, Financial Services and the Health & Human Services Agency; adopt resolution providing for At-Will appointments to County positions; and approve an accelerated merit step increase for the Assistant County Counsel in the County Counsel's Office. (No general fund impact) (Lara)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes to the Assessor/Clerk-Recorder/Elections, Financial Services and the Health & Human Services Agency;
     
  2. Adopt resolution providing for At-Will appointments to County positions to add Deputy Clerk-Recorder/Elections and retitle Assessor/Clerk-Recorder/Elections Deputy of Technology & Finance; and
     
  3. Approve an accelerated merit step increase for the Assistant County Counsel in the County Counsel's Office from Step 2 to Step 4 for exceptional qualifications, effective December 20, 2020.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

Board approval of the attached Resolution providing for At Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.

Human Resources recommends the Board approve the County Counsel request to grant an accelerated merit step increase to Step 4 for Ronald Martinez, Assistant County Counsel, for exceptional qualifications. Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board.  This action will result in a 10.3% increase for the incumbent, effective December 20, 2020.
