Reason for Recommended Action/Background |
The Yolo County (“County”) Board of Supervisors approved a County Performance Contract (“CPC”) with the California Department of Health Care Services (“DHCS”) for July 1, 2018 through June 30, 2021 in November 2019 under Yolo County Agreement No. 19-231. The CPC is a standard agreement required of all California counties per Welfare and Institutions Code sections 5650, subd. (a), 5651, 5897, and California Code of Regulations Title 9, section 3310, and sets forth conditions and requirements that counties must meet in order to receive funding for the Mental Health Services Act and Lanterman-Petris-Short Act, in addition to the following Federal behavioral health grants: Community Mental Health Services Block Grant (“MHBG”), Projects for Assistance in Transition from Homelessness (“PATH”), and Crisis Counseling Assistance and Training Program (“CCP”). Historically this was a one-year contract, but a statutory change in 2018 allowed DHCS to issue the CPC as a three-year contract with an option to renew for two additional one-year terms.
The County received Behavioral Health Information Notice No. 20-026 from DHCS dated May 15, 2020 informing Yolo County of the intent of the DHCS Community Services Division to streamline contracting processes for behavioral health Federal block grants by integrating the Substance Abuse Prevention and Treatment Block Grant (“SABG”) into the existing CPC. The attached amendment reflects these changes in the DHCS process for SABG funding. Specifically, this amendment modifies the terms and conditions of the original contract to include the SABG in the CPC with associated additions and revisions, incorporates the SABG County Application by reference, and clarifies the contractor’s name by changing the Contractor from Yolo County Health and Human Services Agency to the County of Yolo. |
