Recommended Action |
- Adopt the plans and specifications for the construction of Fiber Optic Installation;
- Authorize the Director, Division of Integrated Waste Management to sign the Notice to Contractors;
- Authorize the Division of Integrated Waste Management to advertise for competitive bids;
- Authorize the Director, Division of Integrated Waste Management to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director, Division of Integrated Waste Management to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background |
These actions will allow the Department to solicit competitive bids, expedite the contract award and promptly proceed with construction.
Background
The Yolo County Central Landfill has several new facilities in construction and/or planned. These facilities include but are not limited to: pump stations, the in-vessel digester (liquid digester),and composting facility #1 (anaerobic composters). The new facilities have monitoring, control, and communication requirements including connection of these facilities to a SCADA (Supervisory Control and Data Acquisition) control system. The Fiber Optic Installation will fulfill these requirements for the new facilities.
Existing facilities, such as the power plant, currently have radio communication and connections to the SCADA control system which is slow and does not always connect properly with the SCADA control. The Fiber Optic Installation will result in better operation, monitoring, control, and communication for the existing facilities.
It is anticipated that the Fiber Optic Installation will begin in winter of 2018 and will finish in spring of 2019. |

County Counsel has approved the agreement as to from.County's IT Department has reviewed the plans for this installation. |
Competitive Bid Process |
Project will be advertised on Bidsync.com for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract may only be awarded to the lowest responsive and responsible bidder. |

Fiber Optics Installation will be paid by the Sanitation Enterprise Fund, which is funded through the tipping fees collected at the landfill. There will be no impact to the general fund. The total budgeted amount included in the FY 18-19 Recommended Budget, approved by the Board on June 12, 2018, for construction of the Fiber Optic Installation not including contingency is $150,000. The most recent engineer's estimate including contingency for the installation of the Fiber Optic project is $200,000. The FY 18-19 Adopted Budget in September will include the estimated increase for this project.
