Recommended Action
Approve first amendment to Agreement No. 17-264 with Rural Innovations in Social Economics, Inc. Reason for Recommended Action/Background
On April 4, 2017, the Yolo County Board of Supervisors approved the Yolo County Mental Health Services Act (MHSA) Three-Year Program and Expenditure Plan for fiscal years (FY) 2017-2020. Included in the MHSA Three-Year Program and Expenditure Plan for FY 2017-2020 is the provision for Rural School-Based Mental Health Access and Linkage; and Rural School-Based Mentorship and Strengths-Building Program services.

The Rural School-Based Mental Health Services Access and Linkage portion of the program places Clinical Referral and Access Specialist Staff at schools to provide timely mental health triage and referral for children and youth aged 6-18. This program shifts the focus for MHSA funded clinical staff from providing brief treatment in the schools, to linking the child and family to the appropriate level of community outpatient mental health services.

Yolo Family Service Agency (YFSA) was identified by HHSA staff as the qualified contractor to provide these services.  However, YFSA is unable to continue providing the Rural Access and Linkage Program services and subsequently, HHSA has terminated that agreement. HHSA is now requesting approval of this amendment to allow RISE, Inc. to begin offering these services effective July 1, 2018.
 
RISE, Inc. is currently providing the Rural School-Based Mentorship and Strengths-Building Program services in this existing contract. This amendment will allow for RISE, Inc. to also include the Access and Linkage Program, previously provided by YFSA. Approval of this amendment will allow the Access and Linkage Program to continue to provide universal screening, assessment and referral to treatment for children and youth ages 6-18. 
 
The performance measures included in this agreement are as follows:
Rural School-Based Mental Health Access and Linkage Program
Program Purpose To provide universal screening, assessment and referral to treatment for children and youth aged 6 to 18, with the goal of identifying children and youth who need mental health services, (and their family members, where appropriate) provide linkages, and supply a warm hand-off.

Competitive Bid Process
On April 24, 2017, HHSA issued a Request for Proposals (RFP) from qualified community-based organizations to provide Rural School-Based Mental Health Services Access and Linkage Program & Rural Mentorship and Strengths Building Program services. HHSA received one proposal from this solicitation.
 
On June 28, 2017, HHSA re-issued an RFP desiring to attract qualified community-based organizations to provide Rural School-Based Mental Health Services Access and Linkage Program and Rural Mentorship and Strengths Building Program Services.  This second RFP included a revised scope of work; a mandatory Bidder’s Conference; a cover letter with a summary of services, requirements and timelines; and an option to either submit a proposal through the BidSync process or hand deliver a proposal to HHSA. A notice was also sent out to approximately 60 potential bidders who had previously viewed the original RFP issued on April 24, 2017.
 
HHSA received one proposal from this second solicitation. The proposal in the second solicitation was submitted by RISE, Inc. The Rise Inc. proposal was evaluated by individuals not affiliated with Yolo County as well as staff from HHSA. This review process determined that the proposal met all required qualifications necessary to successfully provide the Rural Mentorship and Strengths Building program portion of the RFP. 
 
For the Rural Access and Linkage Program portion of the RFP, it was determined that RISE, Inc did not have the appropriate capacity to provide both service components at that time, and YFSA was identified by HHSA staff as a qualified contractor to provide the remaining services, although YFSA did not submit a proposal. HHSA and YFSA negotiated the final terms and conditions relating to these services, and a separate Agreement was presented to the Board for approval. HHSA was later notified that YFSA could no longer provide these services, and HHSA terminated the Agreement.

RISE, Inc. has since built appropriate capacity for Rural Access and Linkage Program services and was selected by HHSA to begin offering these services after the termination of the contract with YFSA.
