Recommended Action
  1. Approve first amendment to Agreement No. l8F-5052 with the Department of Community Services and Development to extend the term through May 31, 2019 and increase allocation by $42,415 for a new contract maximum amount of $332,957 for the provision of the County's Community Services Block Grant - Community Action Plan for the period January 1, 2018 through May 31, 2019.
     
  2. Delegate authority to the Director of Health and Human Services Agency and/or her/his designee to sign and execute any additional forms, documents and/or amendments as necessary relating to this agreement, provided there are no significant programmatic or financial changes.

Reason for Recommended Action/Background
On June 6, 2017, the Board of Supervisors approved the Yolo County Community Services Block Grant Community Action Plan for calendar years 2018 and 2019. This plan was filed with the State. The Community Services Block Grant helps the County fulfill its obligation to address root causes of poverty by implementing priorities identified in the Community Action Plan. The 2018-19 Community Action Plan identified the following priorities to be addressed with Community Services Block Grant funds:

1) Housing and Homeless Services—Finding and keeping safe, decent and affordable housing. Priorities within this service area include; housing navigation assistance, supportive services to assist persons maintain permanent housing, eviction prevention assistance, such as help paying rent and utilities, and transitional/bridge housing.
2) Emergency Assistance—Meeting the immediate needs of food, shelter, and clothing. Priorities within this service area include; emergency shelter beds for persons experiencing homelessness, meals for food insecure persons and supplies for persons in crises, such as cold weather clothing and hygiene items.
3) Employment Assistance—Finding and keeping meaningful employment. Priorities within this service area include; providing job skills and technical training, helping persons to find and secure permanent employment and conducting employer engagement.
 
On October 24, 2017, the Board approved Agreement No. 18F-5052 with the Department of Community Services and Development in the amount of $290,542 to implement the County’s Community Services Block Grant – Community Action Plan.

This amendment extends the term and increases the County’s allocation to provide these services listed above for the period January 1, 2018 through May 31, 2019.

There was extensive planning with the Community Services Action Board and various non-profit agencies. County Counsel has approved this amendment as to form.
