Recommended Action
  1. Approve agreement with Waste Management Collection and Recycling of Woodland (Waste Management) to store up to 125 roll-off bins at the landfill; and
     
  2. Authorize the Chair of the Board of Supervisors to sign the agreement.

Reason for Recommended Action/Background
Waste Management is the franchised waste hauler for the cities of Woodland, West Sacramento, Winters and portions of unincorporated Yolo County.  Part of their waste and recycling services include roll-off bins (steel containers between 10 and 50 yards in capacity) which are typically placed at large commercial locations and construction sites.  Once the bin is full, it is then removed and the contents disposed or recycled.  The bin is then returned to the original customer location or temporarily stored until it is needed by another customer.  Because of the size and number of these bins, several acres are needed for storage. 

As most of the loads that Waste Management collects end up at the landfill, it is a natural location for storage of empty roll-off containers.  In fact, Waste Management has utilized the landfill for this purpose for over 20 years.  The previous roll-off bin storage agreement has expired and Waste Management desires to continue to store their empty roll-off bins at the landfill.  The attached agreement is for a term of three years and includes compensation to the landfill sufficient to maintain access to the bin storage locations. 

Historically, previous agreements were "short form" agreements handled under the signature authority of the Purchasing Agent but due to other agreements with Waste Management exceeding the monetary thresholds in the Contracting and Purchasing Policies, this agreement now requires board approval.

This is a revenue agreement.  The revenue received to the Sanitation Enterprise Fund under this agreement will be used to cover the cost to maintain the bin storage locations at the landfill.  This revenue has already been budgeted in FY 2018-2019.
