Recommended Action |
- Approve contract with Bowen Engineering and Environmental for services related to abatement, interior demolition and related services in the Historic Courthouse for $400,000 through December 31, 2018; and
- Authorize the Director of General Services to amend the Bowmen Engineering and Environmental (up to 10% of its original amount) contract should amendments be required by the scope of the project.

Reason for Recommended Action/Background |
On July 1, 2015, the Superior Court of California vacated the Historic Yolo County Courthouse, located at 725 Court Street in Woodland, in order to occupy their new facility. Earlier in 2015, the Jacobs Strategic Space Utilization Study, which was adopted and approved by the Board of Supervisors, identified the Historic Courthouse as the primary headquarters for the Probation Department's Administrative staff. Prior to and during the demolition of the facility, the need for extensive abatement work was known and identified. Removal of this material must be completed before any additional renovation work can take place.
In June 2018, a request for proposal was advertised for an expanded scope of abatement work. Two responses were received in July, with Bowen Engineering and Environmental successfully earning the contract. The contract issued to Bowen Engineering and Environmental is for the dollar amount identified in Bowen's response, however, General Services has identified a need to plan for additional undiscovered abatement needs which may not be known until Bowen begins work. The Director of General Services is requesting authority to issue amendments to their contract should the scope of work need to be altered. Amendments in excess of an additional $40,000 (10% project contingency) will be brought back to the Board of Supervisors for approval.
As mentioned above, the renovation of the Historic Courthouse was identified as a possible solution to specific space and infrastructure needs for Yolo County in the Jacobs strategic space utilization study. The project was approved by the Board of Supervisors on May 31, 2016, with additional financing requirements being addressed through the Yolo County Public Agencies Financing Authority 2017 Lease Revenue Bond Issuance. The General Services Department anticipates bringing the contract for construction to the Board on September 11, 2018 which will include a complete project budget once total costs are known. |
