Recommended Action
  1. Approve a contract with Swierstok Enterprises, Inc., dba Pro Builders, in an amount not to exceed $819,667 for general contractor services for the Westucky Water and Sewer Improvement Project; and
     
  2. Authorize the Assistant County Administrator to execute the Contract and to approve all contract change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
In September 2013, the County was awarded $851,900 from the State of California Department of Housing and Community Development (HCD) for Water/Sewer Improvements for Westucky, a small unincorporated community bordering the City of Woodland at the northwest corner of West Street and Kentucky Avenue.

The Water/Sewer Project encountered two major project revisions and is now approved by HCD to connect up to 15 properties to City of Woodland sewer and water and abandon/demolish the current privately owned system through the Westucky Water Association.

The County entered in an agreement (#7676-2018) with Laugenour and Meikle to provide engineering services for the project. Project plans that were approved by both Yolo County and the City of Woodland on May 17, 2018.

The County sent out a Notice to Bidders on May 20, 2018 to advertise for competitive construction bids. Bid Opening was held on June 12, 2018 at Yolo County Housing offices.

Two construction bids were received on June 12, 2018, ranging from $745,152 to $847,424. The lowest, most responsive bidder was Swierstok Enterprises, Inc. dba Pro Builders, from Orangevale, California with a bid of $745,152.

Based on the funding received for this project, there is a budget gap of $365,812. Staff considered declining the bids received and rebidding the project. Given the cost trends as well as the current uncertainty around impacts from any tariffs regarding steel and other construction products, staff was not comfortable it would result in lower cost bids. With acceptance of the low bid, total project costs are estimated to be $1,080,217; less the construction grant of $714,405 leaving a $365,812 shortfall. If the State approves, we could shift the project delivery surplus of $36,200 to construction, utilize $225,430 of unallocated housing rehabilitation program income and reserve $25,000 of 2017-18 contract administration fees unused by Yolo County Housing.  This would bring the project budget deficit to $79,182 and the County would seek Rural Community Investment funds at  Adopted Budget.

Approval of this construction contract will allow the County to proceed with the construction work while meeting HCD project milestones and the deadline for completion.
