Approve a Memorandum of Agreement between the Sonoma County Sheriff’s Office and the Yolo County Sheriff’s Office pertaining to assistance under the law enforcement mutual aid plan. (No general fund impact) (Lopez/Johnson)
Recommended Action
  1. Approve the Memorandum of Agreement (MOA) between the Sonoma County Sheriff’s Office and the Yolo County Sheriff’s Office pertaining to assistance under the law enforcement mutual aid plan; and
     
  2. Authorize the Sheriff to sign the MOA.

Reason for Recommended Action/Background
On October 23, 2019, the Kincade fire started in Sonoma County near Geyserville, CA and was not fully contained until November 6, 2019.  On October 25, 2019, the Governor of the State of California proclaimed a State of Emergency in Sonoma County, which allowed the Sonoma County Sheriff’s Office to request law enforcement mutual aid assistance from neighboring law enforcement agencies.  The Yolo County Sheriff’s Office (Sheriff’s Office) provided 21 deputies and sergeants to patrol evacuated areas and conduct traffic control within Sonoma County between October 26, 2019 and October 29, 2019. 
 
To submit a Law Enforcement Mutual Aid reimbursement request to California Governor's Office of Emergency Services, the Sonoma County Sheriff’s Office requires that the Sheriff’s Office submit the proposed post-event Memorandum of Agreement memorializing the verbal agreement to request and provide mutual aid between both Sheriff’s Offices.
 
Because this agreement is between government entities, Board of Supervisors approval is now requested.  The Sheriff’s Office requests Board approval for the proposed agreement.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel has approved the attached agreement and approved as to form.  The Sheriff’s Office staff is currently working with Sonoma County Sheriff’s Office to determine the total cost to submit for Law Enforcement Mutual Aid reimbursement.
