Recommended Action
Approve first amendment to Agreement No. 19-45, extending the term of the Memorandum of Understanding from January 1, 2020 through December 31, 2020, with Sutter and Colusa counties, which appointed the Yolo County Department of Child Support Services Director as Interim Regional Child Support Services Director for Sutter and Colusa counties, while the study examining regionalization of child support services for the three counties is completed.

Reason for Recommended Action/Background

Both Sutter and Colusa County’s Departments of Child Support Services are without a permanent Director and other key executive management staff.  The Sutter County Board of Supervisors has appointed the Department of Child Support’s Staff Services Manager as the Interim Director. The Colusa County Child Support Services Director resigned effective March 30, 2019. Pursuant to California Family Code, Section 17000 et. seq., the California Department of Child Support Services (DCSS) provides funding and oversight of local child support programs and mandates local appointment of a Director for these programs.  The County of Yolo Department of Child Support Services Director is able to provide executive management oversight and necessary services to Sutter and Colusa Departments of Child Support Services. The California Department of Child Support Services is aware and supportive of this collaborative endeavor.

State and federal child support funds that are allocated to the County of Yolo Department of Child Support Services, the County of Sutter Department of Child Support Services, and the County of Colusa Department of Child Support Services will remain unchanged.  No general fund dollars will be spent.  Foreseeable expenses are limited to staff time and travel costs and will derive from the State and federal dollars allocated to the local programs in the respective counties.

Staff recommends that the Board approve and execute the attached amendment to the Memorandum of Understanding (MOU) to continue the appointment of the County of Yolo Department of Child Support Services Director as Interim Regional Child Support Services Director for Sutter and Colusa counties. The Interim Regional Child Support Services Director will provide executive management oversight and necessary services to the Sutter and Colusa County Departments of Child Support Services, beginning April 1, 2019 and concluding December 31, 2020, during the exploration of fully regionalizing the three agencies.

Yolo County Counsel has reviewed/prepared the attached Memorandum of Understanding extension to ensure the independence, protection, and best interest of Yolo County.
