Recommended Action
  1. Adopt resolution authorizing an application for Phase 2 funding from the Department of Water Resources' Small Communities Flood Risk Reduction program for Knights Landing;
     
  2. Approve Work Authorization with MBK Engineers in the amount of $25,000 to provide services relating to the preparation and submittal of said application; and
     
  3. Adopt budget resolution increasing the 2019-2020 County Service Area 6 budget by $25,000.

Reason for Recommended Action/Background

In 2017, as a part of the Small Communities Flood Risk Reduction Program ("SCFRR"), the California Department of Water Resources ("DWR") awarded Yolo County $1.5 million for flood risk reduction studies for the communities of Clarksburg, Knights Landing, and Yolo. The purpose of these studies was to identify locally supported projects to improve flood facilities and reduce flood risk.

The Small Communities Flood Risk Reduction Program is a cost-share funding program that provides assistance to communities with 200 to 10,000 residents that are protected by the State Plan of Flood Control. The program was created as a result of the 2012 Central Valley Flood Protection Plan and is intended to reduce flood risk for small communities.

Communities selected to receive funding through the Small Communities Program's first phase were awarded funds to complete a feasibility study of flood risk reduction projects. It was always anticipated that funding for design and construction of completed SCFRR studies would be awarded in a subsequent phase. Proposed projects must repair, rehabilitate, reconstruct, or replace State Plan of Flood Control facilities (e.g. levees, weirs, bypasses) and be consistent with the Central Valley Flood Protection Plan goals and objectives.

DWR released the funding guidelines for Phase 2 of the Small Communities Flood Risk Reduction program in late December 2019, with an application due date of February 3, 2020. The attached resolution (Attachment A) authorizes staff to submit an application to DWR for Phase 2 funding to implement the Small Community Flood Risk Reduction Study completed for the disadvantaged community of Knights Landing and was adopted by the Board of Supervisors at their January 14, 2020 meeting (Item 11).  

Current Request
Staff recommends that the Board approve the attached Work Order Authorization (Attachment B) and Sole Source Authorization (Attachment C) authorizing MBK Engineers to prepare and submit a funding application for Phase 2 Small Community Flood Risk Reduction implementation funding on behalf of the County to benefit the community of Knights Landing. 

Staff also recommends that the Board adopt the attached budget resolution (Attachment D) increasing the CSA-6 budget by $25,000.  The CSA is funded by a portion of ad velorum property tax paid by the properties that benefit from the CSA's services. There is no general fund impact due to this request.

Collaborations (including Board advisory groups and external partner agencies)
Staff has collaborated with District 5, landowners and stakeholders in and around Knights Landing, and the State Department of Water Resources.
Competitive Bid Process
Due to the extremely short timeline (funding guidelines released late December 2019 and applications due February 3, 2020 - approximately 5 weeks of preparation time) staff is recommending that the application be prepared by the firm that prepared the Phase 1 Small Communities Flood Risk Reduction (SCFRR) applications for Clarksburg, Knights Landing, and Yolo.  That firm, MBK Engineers, was competitively selected through a RFP process and was also responsible for the successful completion of the three (3) SCFRR studies. 

Due to the short application period and the extensive institutional knowledge of the County's approved Knights Landing Small Community Flood Risk Reduction study, staff is recommending a sole source (Attachment C) for this scope of work. 

For any and all future work that may arise, should the County be successful in its funding application for Phase 2 SCFRR implementation funding, staff will select a consultant through the typical RFQ/RFP process.
