Reason for Recommended Action/Background

Partnership HealthPlan of California is one of five County Organized Health Systems operating in California to manage the care of the participating county's Medi-Cal recipients. Partnership is a health insuring organization that is a legal subdivision of the State of California, but not part of any city, county or state government system. Partnership is governed by a commission comprised of representatives from each of the member counties. Commission seats are determined by the number of enrolled members in participating counties. Yolo County currently holds three seats on the Commission. The Board of Supervisors appoints all commissioners.

This agenda item requests that the Board appoint Dr. Melissa Marshall as a Yolo County representative, replacing Allan Yamashiro who retired in December 2019. Yolo County Ordinance states that the Yolo County Health & Human Services Agency (HHSA) Director will receive and evaluate nominations and make recommendations to the Board of Supervisors. Upon learning of Allan Yamashiro’s expected retirement, HHSA requested nominations for a qualified individual to fill the vacant seat. HHSA received three qualified nominations. After carefully reviewing the nominations, the HHSA Director has recommended that Dr. Melissa Marshall be appointed to the seat.
