Reason for Recommended Action/Background

In 2017, as a part of the Small Communities Flood Risk Reduction Program ("SCFRR"), the California Department of Water Resources ("DWR") awarded Yolo County $1.5 million for flood risk reduction studies for the communities of Clarksburg, Knights Landing, and Yolo. The purpose of these studies was to identify locally supported projects to improve flood facilities and reduce flood risk.

The Small Communities Flood Risk Reduction Program is a cost-share funding program that provides assistance to communities with 200 to 10,000 residents that are protected by the State Plan of Flood Control. The program was created as a result of the 2012 Central Valley Flood Protection Plan and is intended to reduce flood risk for small communities.

Communities selected to receive funding through Small Communities Program's first phase were awarded funds to complete a feasibility study of flood risk reduction projects.

Current Request
It was always anticipated that funding for design and construction of completed SCFRR studies would be awarded in a subsequent phase. Proposed projects must repair, rehabilitate, reconstruct, or replace State Plan of Flood Control facilities (e.g. levees, weirs, bypasses) and be consistent with the Central Valley Flood Protection Plan goals and objectives.

DWR released the funding guidelines for Phase 2 of the Small Communities Flood Risk Reduction program in December 2019, with an application due date of February 6, 2020. The attached resolution (Attachment A to this staff report) authorizes staff to submit an application to DWR for Phase 2 funding to implement the Small Community Flood Risk Reduction Study completed for the disadvantaged community of Knights Landing.

Staff has collaborated with the Lower Sacramento - Delta North Regional Flood Management Planning forum, the State Department of Water Resources, residents and stakeholders, and District 5.

The cost share that may be required should funding be awarded is still being calculated by the State Department of Water Resources (DWR). There is currently $900,000 budgeted in the FY 19-20 budget for this program.
