On December 17, 2019 the Board of Supervisors approved the 2020-2024 Yolo County Strategic Plan and a set of priority strategies for the 2020 calendar year. The strategic plan serves as a guiding document used by the Board to set organizational policies and priorities for a period of five years. The plan was developed over the course of one year utilizing a rigorous community engagement process and multiple Board workshops. A document summarizing the development process, implementation plan, and strategic plan outcomes and metrics are provided in Attachment A.
In anticipation of the first year of the 2020-2024 Strategic Plan, a plan for implementation has been prepared. Implementation will occur with four distinct efforts (See Attachment B: Implementation Timeline):
- Implementation: Staff will establish leads from County departments for each outcome of the strategic plan. These leads will form teams to aid in the development of tactical plans to drive achievement of the outcome and associated strategies. They will also assist in gathering data for the established metrics.
- Marketing Plan: To spread awareness regarding the 2020-2024 Strategic Plan, the County will embark on a marketing campaign. This will include a combination of marketing materials, an internal and external webpage, and formal outreach efforts targeted at staff, stakeholders, partner agencies, and the public. The 2020-2024 Strategic Plan summary document in Attachment A will be provided on the County’s external and internal webpage as part of that marketing outreach.
- Dashboard: Staff will work to develop an online public dashboard that displays the outcome metrics associated with the strategic plan to transparently display progress. A team will be formed to evaluate software options and develop the dashboard. The dashboard will be updated quarterly with available data.
- Reporting and Evaluations: Staff report templates will be altered to align with the strategic plan outcomes as opposed to just the goals. Updates to the Board on strategic plan progress will occur quarterly and prioritization of strategies for the next calendar year will occur at the annual Board Strategic Planning Session. Additionally, a summary of the strategic plan accomplishments will be prepared each year to capture the achievements related to the annual priorities.
