Reason for Recommended Action/Background |
Court Security
Enacted on June 27, 2019, Chapter 23, Item 9285-101-001, of California State Assembly Bill 74 appropriated $7,000,000 to provide funding to counties for increased trial court security staff as a result of court construction projects that had an occupancy date on or after October 9, 2011. A county is deemed eligible for this funding if they demonstrate that there is an overall increase in court security operating costs to the County Sheriff as a result of these court construction projects.
Yolo County Superior Court moved operations into the newly constructed Courthouse Building at 1000 Main Street in 2015 and the Yolo County Sheriff’s Office has historically received these increased trial court security monies from the state. Upon review and approval of the additional funding requests, the State Department of Finance submitted a finalized allocation schedule to the State Controller on December 3, 2019. This allocation letter awarded Yolo County $319,412 in supplemental funding. The Fiscal Year 2019-20 adopted budget recognizes $310,031 of these funds as Other Revenue. The remaining $9,381 in revenue will be added to the Fiscal Year 2019-20 budget as increased appropriations to offset anticipated salary savings.
Training
The Sheriff’s Office has historically received funding from the state for its Standards and Training for Corrections (STC) budget. The amount received is determined by the state and based on the number of eligible STC budgeted positions and projected core training events for the fiscal year. Due to the current Jail Expansion Project, 10 new Correctional Officer positions have been added to the Sheriff’s Office budget, necessitating a recalculation of the Fiscal Year 2019-20 allocation. The revised allocation amount is $70,500. The Fiscal Year 2019-20 adopted budget recognizes $61,880 of these funds as STC Revenue. The remaining $8,620 in revenue will be added to the Fiscal Year 2019-20 budget as increased appropriations in the Training and Transportation and Travel accounts. |

There is no associated cost to the County by approving the budget resolution and no general fund or public safety funds are required. $9,381 in unanticipated state Trial Court Security funds will be added as increased appropriations to the Court Security budget to offset anticipated salary savings, and $8,620 in unanticipated STC funds will be added as increased appropriations to the Training and Transportation and Travel accounts. |
