George Reed Inc. substantially completed construction of the 2019 Road Rehabilitation Project (Project) on November 13, 2019 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion (see Attachment B), will allow the Project to be closed out and final payment to be made to the contractor.
Background
The segments of county roads where pavement was improved are located throughout the County as shown on the location map (see Attachment A) and listed below:
CR 102 from CR 17 to State Route 113
CR 22 from Woodland City Limits to the west levee of the Yolo Bypass
The existing pavement on these road sections had far exceeded their design lives. The pavement replacement work included two basic strategies:
- Milling and removing the existing pavement in the travel lanes and repaving the milled area with new asphalt concrete.
- Cold in place recycling with expanded foamed asphalt of the existing pavement; then grade, compact the recycled pavement and repave with a new asphalt concrete layer on top.
This project was made possible with funding from Senate Bill 1, the Road Improvement and Accountability Act of 2017, and was identified as the “2019 Road Rehabilitation Project” included in the final FY 2019-20 budget.
The Board of Supervisors approved the plans and specifications for the 2019 Road Rehabilitation Project on July 9, 2019, and authorized the Department to advertise for bids and award a contract to the lowest responsive bidder.
Work began in September of 2019 and progressed through October. The project was deemed by county staff to be substantially complete on November 13, 2019. County Road 102 opened to public traffic on October 30, 2019 and CR 22 opened to public traffic on November 12, 2019. Project photos are included in Attachment C.
The project was completed without any claims, and within the authorized budget.
