Recommended Action
Adopt resolution authorizing the Yolo County Office of Emergency Services to submit a grant application to the California Department of Forestry and Fire Protection (CALFIRE) for the Fire Prevention Grant Program to develop a Community Wildfire Protection Plan (CWPP) and Fire Safe Councils for Western Yolo County.

Reason for Recommended Action/Background
Numerous wildfires have occurred in this region over the past years, some forcing evacuations of residents. The largest was the County Fire in 2018 which burned more than 90,000 acres over the course of 18 days. Efforts to manage recent fires have revealed the lack of unified planning, prioritization, communication and effective infrastructure related to fire management.

The Office of Emergency Services is working with the Yolo County Resource Conservation District to submit a proposal to develop a Community Wildfire Protection Plan (CWPP) for the western part of Yolo County. The proposed project aims to address some of the current deficiencies through development of a Community Wildfire Protection Plan, development and prioritization of projects, as well as development of several Fire Safe Councils. The project area will include the CAL FIRE and Resource Assessment Program (FRAP), State Responsibility Area (SRA), the communities of Capay, Dunningan, Esparto, Guinda, Rumsey, and Winters. The area covered by the plan is approximately 217,539 acres with an estimated 13,145 residence living within the project area. We also propose to develop up to three Fire Safe Councils (FSC) to appropriately represent the differing community needs within the project area. The project will be coordinated with the Greater Winters CWPP and the Yolo County Fire Safe Council grant.

The Office of Emergency Services will be working with the Yolo Resource Conservation District. They will engage local fire departments and districts including Capay Valley Fire, Dunnigan Fire, Esparto Fire, Madison Fire, Winters Fire, Yocha Dehe and Zamora Fire.

This project does not require any net expenditures of general funds. It will require initial expenditures, which will then be reimbursed through the grant agreement. Local cost share will be provided through approximately 25% FTE from the Yolo County Office of Emergency Services, and through staff time of the Fire Chief or Captains from the participating Fire Districts.
