Recommended Action |
- Approve total project budget of $1,774,617 for improvements at Knights Landing Boat Launch;
- Approve construction contract with Syblon Reid in the amount of $1,255,000 through November 30, 2020 for construction activities related to the Knights Landing Boat Launch Improvement Project;
- Authorize the Director of General Services to issue change orders in consultation with County Counsel up to $125,500 for a total contract value of $1,380,500; and
- Authorize the Director of General Services to extend the term of the contract through March 31, 2021 if required by unforeseen changes in the construction schedule.

Reason for Recommended Action/Background |
The General Services Department, Parks Division, operates and maintains the Knights Landing Boat Launch facility on behalf of the State of California Department of Fish and Wildlife under a long-term lease agreement. In 2006, grant funding was secured from the Department of Boating and Waterways for improvements to the boat launch facility. However, due to various circumstances, including the economic downturn, loss of key staff, and delay of state and federal permits, the project was never completed.
In 2016, the General Services Department submitted an application to the Wildlife Conservation Board (WCB) to complete the design and construction of the Knights Landing Boat Launch facility. At the January 26, 2016, Board of Supervisors hearing, the Board authorized $240,000 of General Fund Contingency to provide matching funds for the grant. On February 23, 2017, WCB formally awarded the County the grant in the amount of $1,435,000. On January 9, 2018, the Board of Supervisors authorized an additional $100,000 from General Fund Contingency for additional engineering costs to recreate the improvement plans (the previous engineer did not provide electronic CAD files of the plans and attempts to obtain the plans were unsuccessful). Major improvements for this project include: widening the existing concrete boat ramp; replacing existing floating dock with a gangway and boarding float anchored by a metal cable; installing a vault restroom, water well, and utility hookups; resurfacing parking lot with chip seal and adding new ADA parking stalls; placing riprap along bank of Sycamore Slough and planting new vegetation; and removing wooden dock pilings and concrete debris from Sycamore Slough.
The General Services Department released two prior Request for Proposals (RFP) for construction services for this project in December 2018 and February 2019. No bids were received on the December 2018 RFP. Subsequently, three bids were received on the February 2019 RFP; however, several state and federal permits were not issued in time to meet the 2019 construction schedule. All required state and federal permits have since been issued. The General Services Department released a third RFP in October 2019 and two bids were received.

Bids Received
The department received two bids in response to the October 2019 RFP. The bid amounts below reflect the base amount to construct the project during low-water conditions. Due to the fluctuating water levels in the Sacramento River and Sycamore Slough, the department required bidders to submit additional costs ("add alternates") for using pre-cast concrete panels for widening the boat launch ramp in the event of high-water conditions. Syblon Reid total cost for using 20 pre-cast concrete panels is an increase of $125,500 over the base bid for a total project cost of $1,380,500. The project budget can absorb the additional cost if necessary.

Funding for construction activities have been secured through WCB grant funding and previously approved County matching funds. The department has been coordinating with WCB, and in the case of cost escalation outside of the existing budget, alternative funding sources have been identified. No additional county funding is being requested at this time. |
