Reason for Recommended Action/Background

Yolo County utilizes the Esri Geographical Information System ("GIS") platform to maintain tax parcels in a GIS format. The creation, maintenance, and mapping of parcels requires the use of data in various formats. The Sidwell Company provides an end-to-end solution for parcel data migration, creation, maintenance, database management, and map page production. This includes not only services for data migration but commercial off the shelf tools that streamline related workflows. Sidwell’s software extensions to the Esri software bridge an existing gap and provide additional capabilities to the core software, making parcel creation, maintenance, management and map creation much more efficient. The data migration services will quickly move the County’s parcel data into Esri’s standard data model, allowing us to easily and efficiently take advantage of the numerous configurable applications that are part of the Esri platform. Ultimately, this will provide increased accuracy and efficiency for County staff and allow us to more easily present information to the public.

The County’s current GIS platform, Esri, provides out of the box tools for all of the above, however, the tools require a high level of configuration and a tremendous amount of time to implement. In-house migration of the current GIS parcel data to the Esri Parcel Fabric would be a multi-year project at a cost exceeding the proposed project cost.

At their meeting on September 12, 2017, the Board of Supervisors approved a contract with the Sidwell Company to load the Pilot parcel data into one of Esri’s configurable application. Additional, temporary licensing of the MapEditor, Administrator, and MapPlotter were negotiated, allowing for the training of multiple staffers during the training phase of the project, insuring there are not single points of failure in the day-to-day operation of the system.  Work on this project is largely completed; the requested contract amendment, extending the contract end date to June 30, 2019, is to allow for a follow-up and as needed training phase of this project.
