Reason for Recommended Action/Background
On or about March 21, 2017, the Board of Supervisors (Board) approved an interagency agreement (Agreement No.17-45) between the County of Yolo and Yolo County In-Home Supportive Services Public Authority (Public Authority). Agreement No.17-45 delineates the separate and mutual responsibilities and obligations of each entity for the provision and administration of the In-Home Supportive Services (IHSS) program. Agreement No. 17-45 also outlines how staff from both entities, under shared leadership, work collaboratively to ensure that services are delivered in a prompt and efficient manner, with primary consideration given to the needs of the In-Home Supportive Services (IHSS) recipients.
 
The County of Yolo (County) and the Public Authority program now wish to extend the term of Agreement No.17-45. The First Amendment attached hereto as Attachment A amends the term of the Agreement and adds an evergreen clause for efficiency of administrative resources.
 
In 2017, the state dismantling of the IHSS Maintenance of Effort funding, left both the Public Authority and the IHSS program in a situation where increased collaboration with the County was a necessity, particularly to ensure the most efficient use of available funds. In order to achieve those desired efficiencies staff from the County and the Public Authority worked collaboratively to develop Agreement No.17-45. 

The Public Authority is an independent organization affiliated with the County and operates under the direction of the Board acting as the Public Authority Board. The Public Authority fills a vital role in the delivery of service and safety for IHSS consumers in the County community, with the primary responsibility of operating a registry of qualified providers to help the elderly and consumers with disabilities receive services. The Public Authority also provides consumer and provider training, negotiates for provider wages and benefits, maintains the registry, and follows up with consumers regarding the quality of the provider’s service.
