Recommended Action
Approve and authorize the Chair to sign Agreement No. 19-96028 with the California Department of Health Care Services  (DHCS) to receive funding in the amount of up to $1,000,000 per budget year for a total amount of up to $3,000,000 for the period July 1, 2019 through June 30, 2022 to perform County-Based Medi-Cal Administrative Activities on behalf of DHCS for assisting in the proper and efficient administration of the Medi-Cal Program.

Reason for Recommended Action/Background
This is a standard Agreement issued by the Department of Health Care Services (DHCS) to California Counties to perform County-based Medi-Cal Administrative Activities on behalf of DHCS for the proper and efficient administration of the Medi-Cal Program. The purpose is to improve the availability and accessibility of Medical Services to Medi-Cal eligible and potentially eligible individuals and their families.

This funding may be used for Medi-Cal outreach, referral, coordination and monitoring of Medi-Cal Services; facilitating Medi-Cal applications; arranging/providing non-emergency, non-medical transportation; contract administration for Medi-Cal Services; program planning and policy development for Medi-Cal Services; MAA/TCM coordination and claims; administration and implementation training; and general administration related to the Medi-Cal program.

Approval of this agreement will enable the Yolo County Health and Human Services Agency (HHSA) to receive funding to support delivery of Medi-Cal related services to the population of Yolo County in an effective and efficient way.

No general funds are required by this action.  This agreement will provide funding for Medi-Cal Administration Activities to Yolo County on behalf of DHCS in an amount up to $3 million over the next three years.  Exact reimbursement amounts are currently unknown, but will be will be included in the requested budget process for future fiscal years.
