Reason for Recommended Action/Background |
This agenda item is intended to revise the target population for this Agreement to make it specific to families and children referred for emergency visits post-detention and or after a court hearing, which will require a different staffing structure.
The primary purpose of visitation for families involved with Child Welfare Services (CWS) is to maintain the parent-child relationship and other family attachments, and to reduce the sense of loss and/or abandonment that children experience when placed in foster care. Parent-child visitation varies by degree of supervision, location and frequency in accordance with the strengths and needs of the parent and the best interests of the child.
Supervised visitation services will provide and maintain a safe, trauma-informed, culturally appropriate, confidential setting in which the contact between a child/youth and an adult (usually a parent) can be facilitated and monitored by personnel. These personnel protect the safety of the children and provide support to enhance parent-child relationships and parent skill development.
The original agreement with Yolo County Children’s Alliance for supervised visitation was approved by the Purchasing Manager. The Yolo County Health and Human Services Agency (HHSA) is now requesting the Board to approve this amendment, as the total compensation now exceeds the Purchasing Manager’s approval authority. |

Competitive Bid Process |
On June 27, 2017, the Board approved the use of “any willing provider” for supervised visitation services through June 30, 2018 (Minute Order No. 17-108, Item No. 22). This original contract with the Yolo County Children's Alliance was issued under this authority. Subsequently on March 13, 2018, HHSA issued a new RFP to seek new proposals for the continuation of supervised visitation services after the expiration of the "any willing provider" contracts on June 30, 2019.

No general funds are required by this action. These services will be funded by Realignment funds. The amount of $54,006 is included in the HHSA adopted budget for FY18-19.
