| Reason for Recommended Action/Background |
The Inmate Welfare Fund receives revenue from the sale of commissary items to the inmates and a commission percentage on the inmates telephone usage paid directly by the servicing phone company. These funds are deposited in a restricted fund and are administered and expended by the Sheriff primarily for the benefit, education, and welfare of the inmates, including funding for educational services provided to the inmate population while incarcerated at the Monroe and Leinberger Detention Facilities.
Access to quality educational opportunities are often seen as the most effective solution to help keep inmates from perpetrating another offense when released. Additionally, in-custody programming has the benefit of keeping inmates engaged, reducing incidents of violence within the institution by lowering boredom levels and serving as an incentive; thus making the institution safer for both inmates and staff. The Sheriff’s Office is dedicated to providing a variety of counseling and educational services to the inmates, with the hope that normal behavior is promoted and inmates depart our custody in as good or better condition than when they arrived.
After a review of the existing inmate welfare programs by a Treatment Coordinator/Social Worker assigned to the detention centers, a need was identified for more available educational services. YCOE provides a credentialed instructor to conduct classes and assist inmates with preparatory Math and English. This instructor works in partnership with the Woodland Library's GED/High School Equivalency Liaison to supplement the already existing educational services provided. The goals of this program are to provide assistance through independent studies to inmates struggling with academics and increase the success of inmates enrolled in Woodland Literacy’s in-custody program. Resources within the inmate welfare program have been reallocated in order to provide funding for the program.
As this agreement is being made between two government entities, action by the Board of Supervisors is required. |

| County Counsel has reviewed the agreement and approved it as to form. Department staff negotiated with YCOE as to how to best supplement the educational programs offered to the incarcerated population. |
| Competitive Bid Process |
| It is difficult to compare services across vendors, as those who are willing and qualified to work with an incarcerated population are small in number. The Sheriff’s Office also has a service agreement with Woodland Library to offer educational assistance to individuals wishing to work towards their GED while incarcerated. The YCOE instructor will work in partnership with the Woodland Library's GED/High School Equivalency Liaison. |

Approval of this agreement will have no impact on the general fund. The term of the agreement is from July 1, 2018 through June 30, 2021 and the total compensation amount is $135,000. The agreement's fiscal year 2018-19 funding was included as part of the regular budget, and will be budgeted in the subsequent fiscal years of 2019-20 and 2020-21.
