21.   Hold a public hearing to consider the adoption of a Zoning Code Amendment to revise several sections of the Flood Protection Ordinance, Chapter 4 of Title 8, of the Yolo County Code, to respond to recommendations of the Federal Emergency Management Agency and adopt resolution certifying compliance with the California Environmental Quality Act. The revisions are needed to maintain discounted flood insurance rates in the affected areas, and would impact development on properties in the unincorporated areas that are located within the 100- and 200-year flood plains. (No general fund impact)  (Echiburu/Parfrey) Click to View

  1. Waive second reading and adopt an ordinance making clarifying amendments to the recently adopted ordinance imposing a general tax of 1-15% of gross receipts on commercial cannabis activities, with an initial rate of 4% of gross receipts on cultivation activities and 5% of gross receipts on all other commercial cannabis activities in the unincorporated area of Yolo County (4/5 vote required);
     
  2. Adopt a resolution calling an election for the voters of the County of Yolo to consider imposing a general tax on the gross receipts of commercial cannabis activity in unincorporated Yolo County, and consolidating that election with the statewide direct primary to be held on June 5, 2018 (4/5 vote required);
     
  3. Provide direction on the composition and scope of authority of the cannabis business tax Citizen’s Oversight Committee;
     
  4. Provide direction and/or consider approval of the formal policy for early implementation development agreements;
     
  5. Approve proposed alternatives and approach to the California Environmental Quality Act (CEQA) Programmatic Environmental Impact Report and land use ordinance;
     
  6. Approve the CEQA compliance consultant work authorization and contract with Ascent Environmental, Inc. and Amec Foster Wheeler, respectively; and
     
  7. Provide direction regarding nursery and processing facility Request for Proposal applications recommended to proceed to the CEQA process. (Potential annual general fund increase in the low millions of dollars) (Nunes/Strachan)
