12.   Approve one-year contract from November 1, 2017 to October 31, 2018 with Baseline Environmental Consulting for $200,000 for environmental consulting services related to the preparation of documents under the California Environmental Quality Act (CEQA) for the 20-year Cache Creek Area Plan Update and Cache Creek Parkway Plan; and adopt a budget resolution increasing the appropriations for the Cache Creek Area Plan fund by $150,000.
