Approve and authorize the Manager of Procurement to execute the first amendment to Agreement No. 1546 with SCI, Inc. increasing the maximum compensation by $57,555 for a revised maximum compensation amount of $354,027, and extending the term of the agreement through June 30, 2025 to develop engineers' reports and perform Proposition 218 elections for willing fire protection districts. Approve agreement with New Hope Community Development Corporation as part of the American Rescue Plan Community Benefit Grant proposal to fund a new playground at El Rio Villa totaling $50,000 and delegate authority to the Manager of Procurement to sign the agreement. 	16.	Adopt Authorized Position and Salary Resolution to implement changes approved by the Board at the mid-year budget in the County Administrator's Office, Department of Community Services, Department of Financial Services, General Services, Health & Human Services Agency, Innovation & Technology Services and the Library; adopt resolution providing for At-Will appointments to County positions; authorize an increase in education and POST incentive pays for the unrepresented classes of Chief District Attorney Investigator and Assistant Chief District Attorney Investigator; authorize prior sworn safety experience with a law enforcement agency to be credited towards years of County service solely for the purpose of calculating longevity for the unrepresented classes of Chief District Attorney Investigator and Assistant Chief District Attorney Investigator; and approve an accelerated merit step increase for the Assistant Director of Health & Human Services in Health & Human Services Agency. Approve agreement with OLE Health dba CommuniCare OLE in the amount of $2,028,724 for the period of April 1, 2024 through June 30, 2026 for the provision of Navigation Center Services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative. Approve second amendment to Agreement No. 23-200 with Psynergy Programs, Inc. to extend the term of the agreement through June 30, 2025; and add funding in the amount of $609,030 by adding $109,030 to 2023-24 and $500,000 to 2024-25, for a new contract maximum of $1,241,997, for the period of July 1, 2023 through June 30, 2025, for the provision of acute and/or sub-acute psychiatric inpatient services or specialty mental health services. 			20.	Approve first amendment to ratification Agreement No. 24-47 with American Medical Response West to add funding in the amount of $243,420, for a new contract maximum of $486,840, for the period of December 31, 2023 through June 30, 2024, for the provision of mobile crisis response services. 	21.	Approve tenth amendment to Agreement No. 19-16 with OLE Health dba CommuniCare OLE to extend the term of the agreement through February 29, 2024 and add funding in the amount of $11,801 for a new contract maximum of $397,447 for the period of July 1, 2018 through February 29, 2024, for the provision of secure supervised toxicology specimen collection for County referred Child Welfare Services clients. (No general fund impact) (Sullivan)

Approve second amendment to Agreement No. 23-166 with Progress Ranch Treatment Services for Children to add funding in the amount of $195,000, for a new contract maximum of $375,000, for the period of July 1, 2023 through June 30, 2024, for the provision of Short Term Residential Therapeutic Program (STRTP) services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative. Approve first amendment to Agreement No. 5151 with Brighter Horizon Group Homes, Inc. to add funding in the amount of $200,000, for a new contract maximum of $300,000, for the period of July 1, 2023 through June 30, 2024, for the provision of Short Term Residential Therapeutic Program (STRTP) services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative. 	24.	Approve agreement with California Forensic Medical Group (CFMG) Wellpath, LLC in the amount of $15,088,484.43 for the period of December 1, 2023 through June 30, 2026 for the provision of comprehensive medical services and professional behavioral health services to the detainees of the Yolo County Jail. (General fund impact $14,498,121.57) (Sullivan)

			25.	Approve and authorize the Chair to enter into an agreement with the California Department of Justice for funding in the amount of $139,107 for the period of November 1, 2023 through June 30, 2027 for the Tobacco Grant Program funding and adopt a resolution authorizing acceptance and execution of the agreement.
