Recommended Action
  1. Approve agreement with OLE Health dba CommuniCare OLE in an amount not to exceed $457,875 for the period of April 1, 2024 through June 30, 2026, for the provision of Medi-Cal Substance Use Disorder Continuum of Care, Outpatient/Inpatient services for Yolo County beneficiaries under the age of 21; 
     
  2. Delegate signing authority to the Yolo County Procurement Manager, or designee, to sign the final agreement; and
     
  3. Delegate authority to the Director of the Yolo County Health and Human Services Agency or designee to: 1) exercise optional year extensions up to $203,500 per fiscal year for fiscal years 2026-27 and 2027-28; and 2) issue related option year notices.

Reason for Recommended Action/Background
Pursuant to Behavioral Health Information Notice 22-003 and the Early and Periodic Screening, Diagnostic, and Treatment (“EPSDT”) mandate, the County is required to provide comprehensive screening, diagnostic, treatment, and preventative health care services for individuals under the age of 21 who are enrolled in full scope Medi-Cal.

Yolo County has a Correction Action Plan with the State wherein the County is required to provide outpatient Medi-Cal Substance Use Disorder (“SUD”) services that meet the needs of adolescent youth as soon as possible.

OLE Health dba CommuniCare OLE (“CommuniCare OLE”) was selected to provide the following youth SUD Continuum of Care services, which are listed within the scope of the Drug Medi-Cal Organized Delivery System: outpatient and intensive outpatient treatment services; residential treatment services; residential withdrawal management (detoxification) services; care coordination services; recovery services; physician consultation services; narcotic treatment program services; and in-person access, screening, and referral services.

The services that CommuniCare OLE will provide are crucial to helping the County meet the needs of youth under the age of 21 who struggle with substance use and need these services as part of their continuum of care. Further, CommuniCare OLE meets Department of Health Care Services’ Medi-Cal site certified requirements and can provide a youth SUD program where the County may refer youth immediately as the need arises.

Approval of the request herein will enable HHSA to expedite the approval of the agreement in order to provide its youth with vital SUD services. County Counsel will review and approve the final agreement after all other reviews have been completed. Once HHSA has obtained County Counsel’s approval and signature, the agreement will be routed to the Procurement Manager as the final County signature.

Competitive Bid Process/Vendor Performance
On or about July 3, 2023, the County via the General Services Department, Procurement Division (“GSD”) issued a Request for Proposals (“RFP”) on behalf of the Health and Human Services Agency (“HHSA”) for Youth Substance Use Disorder Continuum of Care Inpatient/Outpatient Services. The solicitation was open for twenty-nine (29) days. On July 12, 2023, GSD and HHSA offered potential bidders an opportunity to ask questions during a virtual bidder’s conference. 

The County received two (2) proposal(s) from this solicitation.  GSD reviewed the proposals for minimum requirements and one (1) proposal was moved forward to the Review Committee, comprised of three (3) evaluators from HHSA.

The Review Committee evaluated the proposal submitted by OLE Health dba CommuniCare OLE and determined it met all the required qualifications necessary to successfully provide these services.  On August 31, 2023, GSD issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by mental health realignment, Substance Abuse Block Grant (SABG) and Federal Financial Participation (FFP) funds. The total amount of this action is an amount not to exceed $457,875 for the period of April 1, 2024 through June 30, 2026. The amount of $50,875 is included in the HHSA adopted budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.
