Approve agreement with OLE Health dba CommuniCare OLE in the amount of $2,028,724 for the period of April 1, 2024 through June 30, 2026 for the provision of Navigation Center Services in compliance with the new California Advancing and Innovating Medi-Cal (CalAIM) initiative. The Drop-In Navigation Center program will provide screening, assessments and case management to individuals seeking mental health care in Yolo County. The purpose of the program will be to augment those services currently provided by Yolo County Health & Human Services Mental Health clinics, effectively expanding access to both specialty mental health and substance use care through increasing engagement and effective navigation of individuals in need of behavioral health services.  In addition, this program will assist to reduce and prevent homelessness, involvement in the criminal justice system, psychiatric hospital admissions and length of stays through encouraging individuals to link with care appropriate to their needs.

The community-based Drop-In Navigation Centers will serve Yolo County Adults ages 18 and older. The Centers will provide a central location and staff to support three types of consumers:

County Counsel approved the agreement as to form
General Services Department, Procurement Division

On October 5, 2023, the County via the General Services Department, Procurement Division (GSD) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Community Based Navigation Center Services. The solicitation was open for 35 days or 5 weeks. On October 17, 2023, GSD and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference. 

The County received 1 proposal from this solicitation. GSD reviewed the proposal for minimum requirements and forwarded to the Review Committee, comprised of 2 HHSA Staff and 1 Community Member.

The Review Committee evaluated the proposals and determined that the proposal submitted by OLE Health dba CommuniCare OLE met all the required qualifications necessary to successfully provide these services.  On December 12, 2023, the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by MHSA. The total amount of this action is $2,028,724 for the period of April 1, 2024 through June 30, 2026. The amount of $211,106 is included in the HHSA adopted budget for FY 2023-24. The related funding will be included in the requested budget process for future fiscal years.
 
The following is the breakdown of funding for this agreement.

This agreement also includes 2 one-year optional extensions for 2026-27 and 2027-28 in an amount less than or equal to $930,975 per fiscal year.
 

In no event shall the term of the agreement extend beyond June 30, 2028, nor shall the total contract maximum exceed the amount of THREE MILLION EIGHT HUNDRED NINETY THOUSAND SIX HUNDRED SEVENTY-FOUR DOLLARS ($3,890,674), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
