On February 1, 2021, the Sheriff's Office entered into a contract with Prases for the provision of Inmate Telecommunications Contract Management. Under this agreement, Prases provides the service of reconciling inmate phone use data, determining if the commission received was accurate, and pursuing any compensation due. Prases also acts as a single point of contact with the telecommunication provider, which streamlines the process of managing day-to-day issues and resolves requests for service in an expedited manner. The scope of work performed also included consulting services during the RFP (Request for Proposals) process, after which Inmate Calling Solutions was selected as the Inmate Telecommunications provider. Having this service available assisted the County in negotiating the best possible outcome for the incarcerated population and the facility. Revenue received from the inmate communications provider funds several programs offered as part of Inmate Welfare and is vital to the way the correctional facility functions.
The current agreement term ends on February 29, 2024. The Sheriff's Office has found Prases' contract management to be effective and wishes to continue service. A first amendment has been prepared extending the term to February 28, 2026, and increasing the maximum compensation amount to $210,000 to account for the additional two years of service. The compensation amount exceeds the Purchasing Manager's signing threshold. Therefore, Board of Supervisors approval is now requested.
