Approve and authorize the Procurement Manager to sign the second amendment to Agreement No. 22-192 with West Coast Arborists for tree trimming services to increase the maximum contract amount for fiscal year 2023/2024 to an amount not to exceed $750,000. (No general fund impact) (Pistochini)
Recommended Action
  1. Approve second amendment to Agreement No. 22-192 with West Coast Arborists an increase to the annual contract amount each fiscal year from $400,000 to an amount not to exceed $750,000 for fiscal year 2023/2024; and
     
  2. Authorize the Procurement Manager to sign the amendment.

Reason for Recommended Action/Background
In September 2020, the County conducted a competitive solicitation for tree trimming services. Tree trimming services occur in county rights-of-way, on/near county-maintained levees, within county parks and on county building sites. West Coast Arborists was awarded a contract in 2020. A new consolidated contract was approved by the Board for the period of July 2022 through June 2024, with an annual amount of $400,000 per fiscal year for a maximum combined total of $800,000. Due to increased and ongoing needs throughout the County during this fiscal year, the Department of General Services is requesting the County's Purchasing Agent be given the authority to amend the existing contract to increase the annual contract amount for fiscal year 2023/2024 to an amount not to exceed $750,000 for the current fiscal year, for a maximum combined total of $1,150,000.

The Community Services (Roads Natural Resources), County Administrator's Office (Emergency Services) and General Services (facilities and parks) each department utilizes their own budgeted funds for tree trimming services and allocates the cost on a project-by-project basis. No additional appropriations are requested to support this recommended action. Departments must demonstrate to the Procurement Division that they have sufficient appropriations for each project prior to allowing West Coast Aborists to conduct the work.

The Department of General Services' Procurement Division coordinated with using departments consisting of the Department of Community Services, General Services Department, and the County Administrator's Office-Emergency Services and Natural Resources Divisions. This contract was reviewed by the County Counsel's Office.

Each department utilizes their own budgeted funds for tree-trimming services and allocates the cost on a project by project basis. No additional appropriations are requested to support this recommended action. Departments must demonstrate to General Services that they have sufficient appropriations for each project prior to allowing West Cost Arborists to conduct the work.  For this fiscal year, the departments report having available funds as follows: GSD - Facilities: $50,000, GSD - Parks: $50,000, DCS - Roads: $250,000, DCS - CSA: $50,000, and CAO-OES: $350,000.
