Subject
Approve and authorize the Yolo County Procurement Manager, or designee, to sign Agreement 24F-3052 with the California Department of Community Services and Development for the County’s Community Services Block Grant for funding in the amount of $398,789 for the period of January 1, 2024 through April 30, 2025 and adopt a resolution authorizing acceptance and execution of the agreement. (No general fund impact) (Sullivan)
Recommended Action
  1. Approve and authorize the Yolo County Procurement Manager, or designee, to sign Agreement 24F-3052 with the California Department of Community Services and Development for the County’s Community Services Block Grant for funding in the amount of $398,789 for the period of January 1, 2024 through April 30, 2025;
     
  2. Adopt a resolution authorizing acceptance and execution of Agreement Number 24F-3052 with CSD for CSBG funding, including any additional amendments and/or revisions to the Agreement; and
     
  3. Authorize the Procurement Manager, or designee, to enter into and accept any additional financial or nonfinancial amendments and revisions of the Agreement upon approval as to form by County Counsel.

Reason for Recommended Action/Background
The Community Services Block Grant (CSBG) assists the County in fulfilling its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency by implementing priorities identified in CSBG – Community Action Plan:
  1. Housing and Homeless Services—Finding and keeping safe, decent, and affordable housing.  Priorities within this service area include housing navigation assistance, supportive services to assist persons maintain permanent housing, eviction prevention assistance such as help paying rent and utilities, and transitional/bridge housing.
  2. Employment Assistance— Finding and keeping meaningful employment.  Priorities within this category include assisting with employer engagement and recruitment, providing job placement assistance and skills training.
  3. Emergency Assistance—Meeting the immediate needs of food, shelter, clothing, and protection from violence.   Priorities within this category include emergency shelter beds for persons and families experiencing homelessness, meals for food insecure persons and families, as well as safety from crime and domestic violence.
  4. Education—Addressing educational needs.  Priorities within this category include providing adult education programs, English as second language classes, life skills training, literacy classes, career/technical education assistance, K-12 retention and persistence services, and access to higher education (i.e. community college, 4-year college).
On or about December 15, 2020, December 13, 2021, and January 18, 2023 the County entered into State Agreements No. 21F-4052, 22F-5052 and 23F-4052, respectively, to implement and continue to fund the County’s CSBG – Community Action Plan. This new agreement will provide the County with an addition $398,789 in revenue to continue to support the CSBG – Community Action Plan and provide vital services to Yolo County residents.
