Reason for Recommended Action/Background
SB 277 (Pan) would remove the Personal Belief Exemption (PBE) from required immunizations to attend public and private (K-12) schools and day care facilities. The bill would also require school districts to provide parents or guardians information on the immunization rates for their child's school. California is one of several states in the U.S. that allow parents or guardians to exempt their children from some or all state school-entry required immunizations through a PBE. California has seen its PBE rate increase significantly over the past several years; an occurrence that has contributed to the declining vaccination rates that has likely led to several increases in preventable diseases, including whooping cough and most recently, the measles.

In Yolo County, the percentage of kindergarteners up-to-date on all vaccinations fell significantly in private schools from 85% in 2009-10 to 80% in 2014-15. The personal belief exemption rate for kindergarteners in private school was 6.2% as compared to 3.0% for public schools in 2014-15. However, PBEs have also gradually risen in public schools from 2.5% in 2009-10 to 3.0% in 2014-15. Similarly, vaccination rates failed to rise in that time period and have not crossed the threshold of 95% that is needed to protect children during outbreaks.

The measures included within SB 277 would address the issue of PBEs, increasing vaccination rates and subsequently help protect the children of California and Yolo County from preventable, infectious diseases.
