Recommended Action |
- Adopt plans and specifications for the replacement of the County Road 86A Bridge over Cottonwood Slough (No general fund impact).
- Authorize the Assistant Director for Public Works to sign the Notice to Contractors.
- Authorize the Department of Planning, Public Works, and Environmental Services to advertise for competitive bids once authorization to proceed with construction is approved by Caltrans.
- Authorize the Director of Planning, Public Works, and Environmental Services or the Assistant Director for Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids.
- Authorize the Director of Planning, Public Works, and Environmental Services or the Assistant Director for Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background |
These actions will allow the department to solicit competitive bids, expedite the contract award, and promptly proceed with construction. The bridge is located on County Road 86A over Cottonwood Slough, 0.22 miles north of County Road 25 south of the Town of Esparto. Due to streambed degradation from Cottonwood Slough significant scour exists at all of the existing abutment and pier footings. Caltrans has classified the bridge as functionally obsolete with foundational scour issues, with a sufficiency rating of 49.8 out of 100. The construction phase of the project is eligible for federal Highway Bridge Program funds at a reimbursement rate of 100%. A ‘request for authorization’ of construction funds was submitted to Caltrans on March 10, 2015. In order to remain eligible for federal funds, advertisement for bidding cannot begin prior to Caltrans authorization. $1,691,000 in federal funds are programmed in SACOG’s Metropolitan Transportation Improvement Plan for construction and construction engineering; staff will work with Caltrans to update funding after bids are received, to ensure full reimbursement of costs. The bridge replacement project is expected to be completed by the end of the summer construction season, provided Caltrans authorization is approved by the end of April. Due to environmental mitigation and permit requirements, work in the slough is restricted to the period from June 1 to October 31. Ideally, construction work will start on or near the June 1 date, to allow the contractor the maximum construction season. The recommended action will allow the department to act in a timely manner when authorization is received. |
