Recommended Action
Receive and file the 2014 local detention facilities health inspection reports for Yolo County pursuant to Health and Safety Code Section 101045.

Reason for Recommended Action/Background
The Health and Safety Code requires the Health Officer to submit annual detention inspection reports to the Board of Supervisors. These inspections are conducted to ensure an acceptable level of health and sanitary conditions in the jail detention facilities.

BACKGROUND: 
The requirements and standards for local detention facilities health inspection reports are as follows: 

* The Health Officer must annual inspect the health and sanitary conditions in every county jail and detention facility within the County.

* Inspections are based on minimum standards and requirements prescribed by the Board of Corrections for feeding, clothing and medical care of prisoners, and sanitation requirements for food facilities.

All detention facilities in Yolo County, including all temporary holding facilities, Leinberger Minimum Security Facility, Monroe Detention Facility and Yolo County Juvenile Hall were inspected in late 2014. They are inspected annually for compliance with medical and mental health, nutrition, and environmental health regulations. Inspections were conducted by Department of Health Services and Environmental Health staff, including public health nurses, nutritionists, a licensed clinical social worker and environmental health specialists.

SUMMARY OF FINDINGS/RECOMMENDATIONS:
No violations were found in medical and mental health policies. Medical and psychiatric peer review of inmate medical charts is occurring 3 to 4 times per year. As a result of these peer reviews, a corrective action plan has been undertaken. In addition, quarterly Jail Quality Assurance meetings take place.

The facilities that provide food service (Leinberger, Monroe and Juvenile Hall) were all found to be in compliance with nutrition requirements. Recommendations were made for increased variety in fruits, vegetables and protein offered at all 3 facilities.

Environmental Health inspections found all main facilities in need of some maintenance. Leaking toilets, missing tiles and flaking paint in showers, blocked ventilation and the kitchen ceiling in poor repair were among the findings noted. Recommendations were made to make these repairs before the next annual inspection. Torn mattresses appear to be a chronic problem, apparently because they are intentionally torn by inmates.


 
Collaborations (including Board advisory groups and external partner agencies)
The local detention facility inspection reports for each facility will be transmitted to the Board of Corrections and to the inspected agencies upon acceptance of this report. It is the responsibility of the Board of Corrections to ensure that deficiencies are corrected. Enforcement agencies in the cities, the Probation Department, and the Sheriff's Department cooperated with the inspections of their respective facilities. General Services participated in the necessary corrections in the county detention facilities.
