Recommended Action |
- Approve the Air Ambulance Dispatch, Air Ambulance Provider, Non-Exclusive Basic Life Support (BLS) Ambulance, Non-Transport Advanced Life Support (ALS), Paramedic Base Hospital, S-T Elevation Myocardial Infarction (STEMI) Out of County, Stroke Center, and Trauma Center Level II contracts as template contracts for use by the Yolo County Emergency Medical Services Agency.
- Grant authority to the Department of Health Services Director or her/his designee to approve any and all changes to the template contracts during negotiation periods with contracting agencies not to exceed more than 15% differential in designated fees, and to sign all agreements and amendments to those agreements.

Reason for Recommended Action/Background |
On December 4, 2012 the Board approved withdrawal from the Sierra-Sacramento Valley Emergency Medical Services Agency Joint Powers Agreement. On June 4, 2013 the Board designated the Health Department (now the Department of Health Services) as the Local Emergency Medical Services Agency and established the Yolo County Emergency Medical Services Agency (YEMSA) effective as of July 1, 2013. YEMSA is responsible for establishing agreements with all providers who desire and are qualified to operate performing Emergency Medical Services in Yolo County, including both In-County and Out-of-County providers. By approving the template agreements the Board grants YEMSA the authority to work with all interested providers who desire and are qualified to perform Emergency Medical Services in Yolo County. These agreements will ensure that YEMSA is in compliance with all applicable Federal, State, and local regulations as well as establish a standard fee structure for such agreements. The fees will be maintained and updated in the County’s Master Fee schedule. Authorizing the Department of Health Services Director to negotiate and sign the agreements will facilitate the timely execution of agreements that will best serve the people of Yolo County. |

Approving these agreement templates for the Yolo Emergency Medical Services Agency (YEMSA) does not directly have a cost impact to the county. Each provider agreement will eventually generate revenue to the county through designee and licensing fees which will be used to support YEMSA operations. |
