Strategic Plan Goal(s)
Preserve and support agriculture
Reason for Recommended Action/Background
The United States Postal Service (USPS) distribution center in West Sacramento, CA doubled its capacity in 2013 by absorbing the duties of the Yuba-Marysville and Stockton facilities.  The center now serves 20 counties in central and northern California.  Sacramento and Yolo County biologists have been working with the Sacramento based canine unit to inspect a sample of the parcels moving through the USPS facility.  In the course of a year of inspections, over 200 pests of quarantine significance were intercepted; these results surpass all other parcel inspection programs combined for the State's 13 dog teams.  Due to the success of Yolo County's program, the State is offering the County an additional $50,000 in funds that were disencumbered from other counties.  The increased funding will allow Agriculture Department biologists to inspect a larger sample of USPS packages, intercept more harmful pests, and provide further data for the State's reevaluation of its Exclusion program.
Collaborations (including Board advisory groups and external partner agencies)
The Agriculture Department consulted with CDFA, the United States Department of Agriculture (USDA), the Detector Dog Team, County Counsel and the County Administrative Office regarding this agreement.
