Recommended Action |
Approve and authorize the Chair to sign Agreement 14-0168-SF Amendment Number 1 between the State of California Department of Food and Agriculture (CDFA) and the County of Yolo Agriculture Department to increase reimbursement to the County by $50,000 (new total $142,000) for staff to use the Detector Dog Team to detect the presence of any unwanted plant pests in parcels, airfreight and nursery stock, including species, diseases or other harmful organisms that may pose a threat to the economic well-being of the State. |

Reason for Recommended Action/Background |
The United States Postal Service (USPS) distribution center in West Sacramento, CA doubled its capacity in 2013 by absorbing the duties of the Yuba-Marysville and Stockton facilities. The center now serves 20 counties in central and northern California. Sacramento and Yolo County biologists have been working with the Sacramento based canine unit to inspect a sample of the parcels moving through the USPS facility. In the course of a year of inspections, over 200 pests of quarantine significance were intercepted; these results surpass all other parcel inspection programs combined for the State's 13 dog teams. Due to the success of Yolo County's program, the State is offering the County an additional $50,000 in funds that were disencumbered from other counties. The increased funding will allow Agriculture Department biologists to inspect a larger sample of USPS packages, intercept more harmful pests, and provide further data for the State's reevaluation of its Exclusion program. |

Anticipated revenue and cost for dog team inspections is included in the Agriculture Department's 2014-2015 budget. The $142,000 cost for postal inspections will be offset by reimbursement from the CDFA. |
