Approve and authorize the Chair to sign the agreement with the Yolo County Children's Alliance for the term 7/1/2013 through 6/30/2015 for $150,000, to engage in child abuse prevention and intervention activities in Yolo County. (No general fund impact) (Planell)
Recommended Action
  1. Approve agreement with the Yolo County Children's Alliance for the term 7/1/2013 through 6/30/2015 for $150,000 for child abuse prevention and intervention activities in Yolo County - the annual cost for this agreement is $75,000; and
     
  2. Authorize the Chair to sign the agreement.

Reason for Recommended Action/Background
In April 2002, the Board of Supervisors approved a resolution creating the Yolo County Children's Alliance, which serves as the child abuse prevention coordinating council as required by the Welfare and Institutions Code Section 18980. This resolution also established the Children's Trust Fund from which this coordinating council receives its funding. The Children's Trust fund is comprised of Federal Community-Based Child Abuse Prevention Program (CBCAP) funds, fees from birth certificates, restitution fines for child abuse/molestation crimes, fees from "Help Our Kids" State of California special license plates, and donations from private sources to be used for child abuse and neglect prevention and intervention programs.

The Children's Alliance is charged with promoting public awareness and prevention of child injury, abuse and neglect, as well as childcare health and safety programs, making available resources for intervention and treatment, encouraging and facilitating training and community support for related programs, and recommending improvements in services to families and victims. YCCA is a non-profit partner, coordinating needed services, gathering information about the needs of families in the County, and participating in discussions and activities to solve community problems.

The Board of Supervisors has requested that a written agreement be prepared in order to pay these funds and measure the success of the programs being funded. The Yolo County Children's Alliance, which is responsible for providing the services for which this fund is intended, is using the fund to run various media campaigns and other child abuse prevention activities such as: the Family Fun Barn at the Yolo County Fair, facilitating positive parent-child interaction; providing information to the community about prevention of Abusive Head Trauma/shaken baby syndrome and normal infant development; and the annual Child Abuse Prevention Month campaign. These activities help raise awareness of parenting resources and positive parenting techniques, educate the public about child abuse and neglect prevention, and assist in creating common understanding and coordination with Yolo County agencies who interact with families.

Attachment A is the contract which spells out the agreement between the parties and outlines the measures of success described above.  While the contract states it is for a two-year period beginning in 2013, funds appropriated in 2013-14 were dispersed in that fiscal year.  Thus the contracts39;s scope of work (Exhibit C) was designed for this fiscal year.   Attachment B is a summary of the contracts between the County and Yolo County Children's Alliance.  Attachments C and D are backup documentation for the contracts referenced in Attachment B.
