Reason for Recommended Action/Background
In February 2018, following evaluations of the Wild Wings Wastewater Recycling Facility and related operations, it became imperative to make immediate and necessary repairs to continue to operate the facility safely and in compliance with the County's wastewater discharge permit. As the original installers of the facility, the County contracted with EEI WSD Joint Venture for these services, understanding additional issues and phases might be identified in the process.

With much of the rehabilitation complete in Spring of 2018, new issues were identified with the Wastewater Recycling Facility and with related operations (entire sewer system and water system). The contract was amended on May 8, 2018 to authorize additional services, including response to multiple failures at Lift Station B (part of greater sewer system) and the need to replace existing obsolete radios on the water system. All other additional services were related to rehabilitation of the Wastewater Recycling Facility.

A second amendment to the agreement was made on July 24, 2018 to purchase a new dewatering system to avoid costly hauling expenses; make blower system modifications; replace a micro processor and trouble-shoot the water system controls which are integrated with the wastewater controls; provide operational support; and replace a radar level transmitter and turbidity meter supply pipe.

A third amendment to the contract was made administratively to extend the term of the agreement to the end of 2018-19 as the work was not yet complete.

A fourth amendment was to facilitate an update to the Operations & Maintenance Manual for the now enhanced facility. This comprehensive manual, which is expected to be complete in November 2019, will provide a plant overview, system description, design information, system component summary, electrical system description, Process Logic Control system description and Standard Operating Procedures. This is a requirement of the State waste discharge permit.

The fourth amendment also facilitated work related to the monitoring systems (SCADA) on which the community's water system also relies. This amendment accommodated Phase I of that work which primarily migrated the systems from antiquated software to current software. Phase I also informed some of the steps necessary in Phase II, which will primarily replace aging hardware and integrate hardware with the new software.

The fifth amendment to this agreement allowed for the installation of a server in the Wastewater Treatment Plant control room for both the water and wastewater monitoring systems.

This sixth agreement extends the term of the agreement to the end of the 2020-21 as the work is not yet complete.
