Recommended Action
  1. Approve second amendment to the work authorization under Agreement No. 17-75 with APTIM for construction and engineering support associated with the Knights Landing Boat Launch Improvement Project increasing the amount by $33,734 for a total amount not-to-exceed $145,013; and
     
  2. Approve amendment to Agreement No. 17-75 extending the term an additional six months for a revised period of July 1, 2017 to December 31, 2020.

Reason for Recommended Action/Background
On January 9, 2018 the Board of Supervisors approved the use of General Fund Contingency in the amount of $100,000 for engineering services by APTIM, utilizing the 2017-2020 On-Call Consulting contracts, Agreement No. 17-75, after the Division learned that the engineering firm who originally prepared the design plans for this project went out of business and did not provide the County with AutoCAD files of the completed plan. The original work authorization for APTIM for work on this project was $98,847 and APTIM completed the design plans as required under the original work authorization.

On December 11, 2018 the Board of Supervisors approved the first amendment to the work authorization, under Agreement No. 17-75 to secure APTIM to be available during the remainder of the permitting and construction process to respond to comments from permitting agencies and to revise the plans as needed. An increase to the work authorization of $12,432 was approved bringing the work authorization total to a not to exceed amount of $111,279.

APTIM's continued services are needed in order to provide construction support and serve as the engineer of record throughout the construction process. APTIM will review construction orders and specifications submitted by the contractor to ensure they meet design and construction standards. APTIM will also provide Professional Engineer stamped as-built drawings at the completion of the project, as per permitting requirements. APTIM's on-call Agreement No. 17-75 expires June 30, 2020, so the extension through December 31, 2020 will allow for uninterrupted services. The additional cost of this second amendment to work authorization utilizing Agreement No. 17-75 is not to exceed $33,734, which brings the work authorization total to $145,013. The additional cost proposed in this second amendment to work authorization utilizing Agreement No. 17-75 is within the total project budget amount. No additional funding is being requested at this time.

Competitive Bid Process
On-call consulting contracts were solicited via Request for Qualifications (RFQ) for consultant services in January 2017.  A review panel, comprised of representatives from the County Administrator's Office, County Counsel, and the General Services Department, reviewed and scored the 92 responses and recommended issuing contracts to 70 of those who submitted.  Contracts were approved by the Board of Supervisors in mid-2017.  The General Services Department solicited scopes of work and quotes from civil engineering companies on the on-call list in October 2017 to provide engineering services and recreate the design plans for the Knights Landing Board Launch Improvement Project, and ultimately selected APTIM in December 2017.

The General Services Department complies with the County Administrative Policies and Procedures Manual (APM) for all work awarded under the on-call contracts.  This allows the County General Services Director to authorize services for emergency work and other non-grant funded repair, construction, and/or urgent design projects under $100,000 with approval from the County Purchasing Agent and/or the County Administrator's Office depending upon project funding.  All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval.  All contracts are on file with the Clerk of the Board of Supervisors.
