The Yolo County Board of Supervisors is the "code reviewing body' for special districts and other entities in the County, including the Grand Jury. As such, it is legally responsible for reviewing and approving the conflict of interest code recently adopted by the Grand Jury.
Under Government Code Section 87309, no conflict of interest code or amendment shall be approved by the Board if it (a) fails to provide reasonable assurance that all foreseeable conflict of interest situations will be disclosed or prevented; (b) fails to provide each affected person a clear and specif statement of his or her duties under the Code; or (c) fails to adequately differentiate between designated employees with different powers and responsibilities.
On the basis of the information received in connection with the Grand Jury's conflict of interest code, the County Counsel's office believes it is appropriate for the Board of Supervisors to receive, approve, and file the conflict of interest code adopted by the Grand Jury in the form attached hereto.
